In case the sub-base is concrete, the top layer should have common micro-roughness all over. Importantly the sub-base should have proper water draining facility. Because water retention would spoil the flooring. Where budget is not a constraint then, asphalt is the most preferred choice. As the cost and convenience are the main factors for preferring concrete as sub-base. PU are mostly used for international standards sports. PU flooring is laid with layers of SBR( Styrene-Butadiene Rubber ) which provide adequate cushioning.
